This is a bloated mess, there’s just too much of everything, except interest. It’s pure LA, there’s too many known actors everywhere, it’s the high concept, big budget, no ideas.
Besides the 4(!) leads, you have the programmer from Terminator 2, the guy with the Jaguar is the homeless dude in The Day After Tomorrow, and inside the bus there’s the self-help teacher from Donnie Darko.
The intro could have been stretched out to a full film, easily. The bus section has multiple endings, and not content, they just keep going, there’s yet another Mission: Impossible or Die Hard with a Vengeance sequence in the climax.
My god, that intro really leans in to lewdness. There’s a lot of sexual banter between the cops, a literal panty shot as one of the woman leaves the elevator, not counting all the talk about shafts, and blowing their wad.
Sandra Bullock (with her The Net persona and even the same clothes) has to run to catch the bus, but the driver stops just after a bit.
